They try to guess what line will get them 50/50...They guage the publics perception of the two teams. Thats what they do-
The even action is a common misconception. If they really wanted equal action, then they do an awful job of it. Rarely are they getting equal action. What they do is set the line accordingly to how they think joe public is looking at the game and work from there. They love getting one sided, square action which is most common.

Exactly right. It's called picking your spots. Those lines will scream right out at you. Example 1-a mediocre team playing a very good team & the mediocre team is a bewildering slight favorite-go with the mediocre team. Example 2-a great team is playing a lousy team-but the great team is only a bewildering tiny slight favorite-go with the lousy team. Sometimes a weird spread is actually telling you the outcome of the game in advance.
