God knew that He had to save the world because if He hadn't done that then every single person that ever lived would suffer eternal damnation in hell...I repeat every single person that ever lived would suffer eternal damnation in hell.
But He loved the world so much that through His grace and salvation He sent His only begotten Son our Lord Savior Jesus Christ to pay for all the sins of mankind in that whoever believes in Him shall have eternal life in heaven.
Do we understand now that we have a very caring and loving Heavenly Father?
