each back pack has 56 cats in it which equals 224 legs.
each girl has 7 backpacks.  224 X 7 =1568
 
7 girls X 1568 = 10,976 + 14 girls legs =10,990

You found out how many legs were in each backpack and then multiplied by 7 (# of backpacks).  What confuses me is why you then multiplied by 7 again.  Just take 1 dip, and end it.

There are 7 girls and EACH GIRL has 7 backpacks....its not just a math problem its a focus on reading carefully problem
 
7 girls and each has 7 backpacks....thats 49 backpacks
Each backpack has 7 large cats and 49 small cats
56 cats * 4 legs = 224 legs per backpack
224 * 49 backpacks (7 girls * 7 backpacks) = 10,976
Add the 14 legs from the girls.
Its really not that complicated....although I wouldnt be surprised if the answer was 14 bc nothing said the girls brought the backpacks on the bus.

7 girls x 2 legs  =   14 legs

7 girls x 7 backpacks x 7 big cats x 4 legs =    1372 legs

7 g x 7 back  x 7 big  x 7 small cats x 4  =  9604 legs

9604 + 1372  + 14 = 10990 is correct

The answer is 1,582

I read the question again and here is my breakdown.

There are 49 cats, 343 kittens, 7 girls

7 (2) + 49 (4) + 343 (4) = 1,582

1,582 legs 

But the answer could be 0.

Isn't the question should be, 

How many legs are there ON the bus?
