WC Spain 2-Way Moneyline

Sorry if this has already been discussed, but I have a quick question!

If you placed a 2-way ML bet (not 3-way) with the Spain game ending in a draw after regulation versus Russia, what happens?

Does it count as a push or does it go by who truely won the game after penalty kicks with 2-way? I know 3-way offers a draw so that would win, but I don't know if 2-way ends after regulation time versus including overtime/penalties. Is this different for Vegas bookmakers versus online websites?

What's a 2-way bet then? I thought it was to pick either team to win.

However, I'm not sure if it's a push after a draw in regulation or if it includes overtime/penalities.
