    Now that the horses have escaped the NCAA has decided to close the barn door.

    The NCAA is issuing new guidance "to establish a standard timing protocol that ensures consistency in the administration of all college football games," in the wake of Michigan's controversial 13-12 victory over Western Michigan on Saturday.

    ESPN obtained a copy of a memo from NCAA national coordinator of officials Ron Snodgrass, which was approved by the NCAA's secretary rules editor, Matt Young.

    "The official time for all college football games is the time displayed on the in-stadium game clock," the memo said. "When a replay review requires time to be restored or otherwise adjusted, the replay official's decision will be based on the embedded game clock contained within the program feed. If the broadcaster is unable to provide an embedded game clock, the replay official will use the game-clock graphic displayed as part of the broadcast feed.

    "This timing protocol should be followed consistently at all institutions and game sites."

     The mistake was NBC’s clock not being in sync with the stadium/officials clock. That’s an NBC problem.

     cool Ok bud, I think I can help you with that.......USF had a better team (9 - 4) last year than did ARMY (7 - 6) BUT this year their entire team has been gutted....According to CBS Sports article featuring "returning production" for every CFB team, USF only has 3 returning:  a WR, an OL and a DB. That's it! .... ARMY has 11 returning - and most importantly - as a run first offense, they have 5 of their starting 6 OL blockers back, their RB, AND their mobile QB! Both team's defense will be new except at least ARMY returns 2 starters on the critical DL...USF returns O on the DL and only one on the OL....... LINES are paramount to success.  Must have.  And the QB of course, which ARMY returns, but not USF.

    This scenario played out in ARMY's first game vs Bryant (weak FCS team) ARMY routed them of course  but by a whopping 59 - 3 (no cheapie/lucky TDs either!) and posted 569 rushing yards alone!  Even facing an FBS team we wouldn't expect such a 56 pt margin if ARMY was a low rated team.  Those margins are what are usually achieved by teams rated among the top 50 in FCS.  Their offense returns almost fully intact (with QB!) and it shows.  They will be a force to reckon with in AAC play for sure.

    As for USF, bench players and transfers make up their team - and it showed in their first game......Yes, they won 19 - 9 but they were on homefield and facing weakass FIU (only returning 5, and significantly WEAKER THAN ARMY) .....and that weakass FIU Panthers team, playing on the road at USF, despite yielding more penalties and  -3 net turnovers to USF, in a game that was 6 - 3 entering the 4th Q, the weakass FIU squad *DOMINATED* the stat sheet in spite of thoise turnovers and pens, to the tune of 381 net yards to just 208 for USF....whose lone TD was a gift from an int at the 35........And ARMY - on homefield - is much, MUCH better than weakass FIU....
