I know PowerDVD you can pick your region.   Also I think you can change it.  At least you could used to change it.

PowerDVD is what I use.  I can change regions, but only one more time.

The version of PowerDVD that I have isn't the full or best version, I don't think.  It came pre-installed and doesn't have all the features I know a DVD software decoder can have.
