Lippsman, need help with IE error

Don't know what my little brother did to my comp but whenever I open IE, I receive this message:

RegSvr32

To register a module, you must provide a binary name.

Usage: regsvr32 [/u] [/s] [/n]...

What the heck does that mean?

I tried re-downloading IE but can't since it automatically detects my comp and advises me that I already have IE 7 in my comp.

Oh  you got some bad problems here my friend.......I will post something later on tonight when I have more time

tried everything but couldn't fix the problem.  In fact IE freezes whenever that message comes up.  I've decided to switch IE off that way I do not have to see it again.
