Because that's the way they are programed.  Once the data hits a website it's all in the webmasters and page builders hands. Net neutrality ends there.

thanx Lippsman.  I appreciate your info.  So, if I hire a webmaster to build me a web page, the speed of the ads vs content will be in my control?  Why do so many webmasters build their web pages this way?  I think it really interferes with, for example, older people being able to use the net.  It's harder for them to decipher the content from the ads.  Plus, it's just plan obnoxious.

You would be able to control it.

The ads pay the bills.  So those will almost always pop up first on the pages.
