The system I use gives me a 2-4 point range of what the total for the game will be. If it is 10 or more points away from the line, then it is power play. If it is 3-9 points away from the line, then it is just a regular play. If it is 2 or less then I don't play it.
But a word of warning, the power plays have been not doing very well. I started this thread betting 6% on power plays but nixed it do to poor performance. I just put power plays next to the picks because a poster asked me to. And that is why I just play all my plays at the same amount of money.
About 2% of my bankroll. If I had a real good feeling about a play i would bet 4-5%.
