Should I bet the bank?

I use 3 on-line books. On the Russia game tonight they are all -2 1/2.
One has moved from -110 to -130. Another from -115 to -125. But Bet Phoenix is still at even. Everything I have read says take Russia, including 3 paid touts. I already put 2 units on it. Should I put more before it moves?
