Parlay 1 third of total theory

I was reading on here, that when the line is a third of the over / under , it was wise to make 2 parlays  . You should bet  the favorite and the over and the underdog and the under . My friend says that mathematically it makes sense . does this system really work ? 

ya most books wont allow that type of parlay anymore
