What is the reasoning behind this?

It has worked pretty nice this season, but I looked shortly at last season and it fails big time.

Fx. Montreal and Toronto are responsible for 6 Faults :-(

I checked East conf. and it gave about 65 wins but 14 Faults, that does not add up.
