Is there a winning strategy or system to this? I've tried and tried, but seems it does well then falls flat.

lines will genrally move up on a consensess over 50%.
if consenses is in 65% range on the favarite and the line drops down from the opening line and there are no injury's then plays come in over 60% of the time. it works for underdogs same way were looking for the line to drop. I don't know how far the line has to drop for hockey or mlb . but in nfl the ats has to cross key numbers in order for it to be a play. key numbers in nfl are 3. 4 6 7 10 . this works in the ncaaf too with an aditional filter not too bet on teams that won by more than 3 touch downs. thing to do is look for oppisite line movement from opening line with consenses being around 65% range and above. consenses can be found on covers and opening lines can be found on sbr under odds it also shows which way the line is going.
I think the best way to make these plays is to use the 10% betting method and dividing bankroll by 20 or 30 units.
just simply saying if the first bet was 20$ and a win then next bet would be 22. if next bet was 20$ and loss the next bet would be 18$.
