Consensus Rule?

Can anybody explain what the consensus rule actually is? I cant seem to find it in the rules, but have had several picks say not a valid pick due to the consensus rule. I have seen others mention this happening to them as well in the body of some other threads. Seems interesting as to why a pick would not be available if on the list. I have guessed that it means too many people have picked the same game, but again, that doesn't seem to make sense.  Hope somebody knows what this is.

The error message is a little different to how we word it in the contest rules but here it is:

Farnu,this is in the FAQ..........

Oftentimes games with appropriate line but with consensus of 70% and aren't available in the contest. Why is that?  

Famu, usually if you wait 5 or 10 minutes, you can take that game. 

He's asking why picks are often unavailable due to "consensus". 

That feature/bug should be removed. Any pick -130 or below should be available.
