I think TB is the better play.  Remember in pre-season, you have to look down the depth chart to see who will be playing the later stages of the game (3rd & 4th quarters), especially in the marquee positions like QB, RB, and Receiver!!

 

TB features a string of QB's who, although arent the creme de la creme of the NFL, HAVE proven experience in this league, and with each snap and competing for the #2 spot (Garcia, McCown, Gradkowski).  Brady won't play more than 1 series, and will rest the core of it's premiere players. Bill isnt interested in winning games in the pre-season, only in evaluating talent during in-game action.

Your right about your assessment with Tampa. It was more an organizational bet. ie. Pats'Organization and team are a championship caliber. Tampa seems to be standing still. Pats don't really care as it's only Pre-season but still thought Tampa will not be able to take advantage of Second and Third stringers on Patriots.
