I am assuming all the people who bet Tiger to not make cut, just get their money back? It appears, he was gonna miss the cut if he had not W/D. Ugh!

Nope. It was a missed a cut. I lost my wager. He was +1... Had he not finished the first round, or wothdrew early on, maybe they would have refunded. But I never expect a refund. 

I cashed Tiger 4+ birdies in round 1 +100. So that covered the loss.

I think the rule is 3 holes completed in r1 for bets to be live
