The system has been created to be this way and to stay this way. The war on drugs has been an effort to keep non-white races entrenched in a drug war, devastating local communities. The school systems and children they teach are the victims of this institutionalized inequity.
Do people really want to change the status-quo? Some yes, most no. The white man has created his own exclusive sector of the economy, including the Prison Industrial Complex and lucrative jobs aimed at the futile anti-drug effort.
You could throw endless amounts of money at this problem and it would not make a dent. Again, the system has been created to stay this way.
To make actual progress call for radical change in the fabric of our society. Drugs must become legalized and treated as a health problem. The communities must be changed from the inside. But then the white man loses his economic niche that he has worked so hard to establish and maintain.
In addition, I believe welfare reform is in order. A strict two child policy must be enforced. We don't need the drastic measures of forced abortions. Just forced adoption. Sadly, this is another instance where racism might rear it's ugly head, as many are uncomfortable adopting a black child.
Fundamental change is necessary. It won't happen though. Too many fingers in the pie and rasicm is not so easily squashed out in continuing generations.

Better yet, how about cracking the whip on the DOE to do more to help all struggling kids? A sub-division under the DOE like this that emphasizes black kids alone and leaving out other struggling students, namely the hispanics is just plain wrong however strong the spin is to justify it.
