Perhaps you should compare Cuba with an open market system such as, let's say Mexico.

I stayed in Varadero last year for two weeks. A small city filled with multiple resorts. The area was decent, seemed safe, locals were pleasant. It was certainly enjoyable.
My girlfriend and I are not the type to simply stay at the resort and surrounding area when we travel. We enjoy backpacking and exploring at our own pace. So we decide one day, to head into Havana, to check out how Cuba really is.
Havana is a hole, we didn't feel safe at all, constantly harassed by the locals, begging for money, they were rude and aggressive. We didn't even trust Havana enough to stay the night. I didn't take my eyes off my girlfriend for a second. Much of the population looked unhealthy, with nothing to do but sit around, asking tourists for money.
It was middle of the week when we went, a ton of kids were running around the streets doing whatever they pleased, followed by stray, mangy dogs, instead of being in a classroom. One group of kids we came across, didn't have shoes, numbering about 12 or so, in the age range of 8 - 12. These kids knew to target us, they stopped chasing each other with sticks to ask for money, when we said no, they all pushed past us, each one made sure to rub against both my girlfriend and I. A sign of disrespect I believe, but I think they may have also been looking to grab anything loose we had on us.
