Short answer to your question: Because they repeatedly win championships at the college level. 
You must not make much money betting on college football if you're betting against QBs just because they're black

I think it's probably has more to do with the systems designed for them. Both Luck and Wilson can get out of troubles with their feet but both weren't utilized that way(Luck even less) like they do with Rg3 and Kap. It's the element of surprise so if the other teams are looking for it, those QBs will be in trouble on top of their injury problems.

There's a handful of good Black QB's in the NFL.. Warren moon, Randal Cunningham, Steve McNair, mcnab.. But not a lot because the ideal QB in the nfl is a pocket QB. A lot of these younger black QB although they're more quick and athletic, but most of them are not pocket QB's.
Guys like Kap and Wilson are obviously quick and athletic. . But just need to work on being better passers inside the pocket and not always rely on the rush as much. But only to avoid sacks only when they have to.. Having said that's warren moon is my fave black QB of all time
