Conservatives have only ONE significant choice for CONSERVATIVE views on TV, so they watch FOX.
Liberals have multiple choices - *OBVIOUSLY* - since that is the common cry from the right (Liberal media bias) And therefore the audiences for LIBERAL views are split among all the choices. As long as FOX has no real competition for conservative audiences then by default they will ALWAYS have the highest number of viewership.
Regardless how good or bad the programmiing may be, CONSERVATIVE viewers have no choice but FOX.

Sure! ME INCLUDED!!! For different rasons of course -- mostly to laugh at the lies and spins on trump's blunders, etc. but I have gotten political news from Fox News in the past week.
It works in reverse too, for CNN and MSNBC and other stations.
Nevertheless, it's still empirically evident that CONSEVATIVES have only one real choice for TV and spend the bulk of their "news watching time" on FOX -- because that is their only choice for conservative news.

They are to "cable news networks" like the last place team in division 3 football compared with SEC football, and so they are not even worthy of consideration.

In March 2019, Comscore data shows that of the networks categorized exclusively as Cable, News/ Business/ Info networks, OAN ranked as the fourth-highest service in that genre, behind Fox News Channel, MSNBC, and CNN.

I believe you are referring to the Nielsen Ratings and not the Neisen Ratings correct?
So, Nielsen Ratings only ranks the very top TV cable networks ..and not all the cable networks ..

BTW, rankings are of little value unless accompanied with "magnitude" (ie. rating level, NOT rank)

Neither liberal nor conservative are asked...but who they did ask were the dummies that still watch cable news for their information.. who cares what they trust..
I find it hard to believe that those polls target true moderates. They target democrats that claim they are non-partisaned. If they targeted ttue moderates than CNN would be in single digits, about equal with FOX, and possibly lower. I'd guess both would wall somewhere around 7-9% though these numbers are admittedly totally arbitrary.

When the aggregate of ALL voters was tallied it was:
19% ...CNN
18% ...Fox
9% ...MSNBC
But those aggregate numbers INCLUDE the biases of both
Liberals and Conservative viewers!! So to rule out known biases
I just show that subsection of the survey listing MODERATE's votes.
Listing only MODERATES also rules out the "poll bias" if either left or
right is OVER-represented in the total numbers.
