Can someone explain simple hockey rule to me

In the Boston / New York Rangers game.

A NY player followed through clearing the puck & high sticked the Boston player

in the face and drew blood.  Was called a penalty at first, but then the refs watched 

the replay and changed there minds and said it was just a follow through.  Are you

not responsible for your own stick, i've never seen that call to my memory. Thanks
