Think they have to move or try to dodge it - if it's shown that they stay still to let themselves get hit it doesn't count as a HBP and no base rewarded.

 That is not accurate. The batter has a right to his area in the box. He is not allowed to lean into a pitch, but he could have stood his ground on that pitch. That pitch was so far in, he would have been awarded the base.
