If a player passes through waivers without anyone putting a claim on them then the team is allowed to trade that player to any team they desire.

If a player is claimed then the team that makes a claim has 48 hours to work a deal out with the team who placed the player on waivers or the team will just decide to keep him.

This is all done for waiver wire deals and why every player must be placed on waivers

I did not know that. Thanks for clearing it up. Any idea on who "claimed" Rios?
