The Strait of Hormuz is about 24 miles wide! 12 Miles on the Oman side is Oman’s Sovereign Territory. 12 miles on Iran side is Iran’s.

Within 12 miles of coastline, countries can regulate fishing, customs and environment but not passage.  Under United nations law of the sea, no country is allowed to charge a toll for ships passing through 12 miles territorial water.  International maritime organization condemns Iran tolls.  Countries can only charge for services such as towing or docking at port.

UNCLOS and Toll Charges in Territorial Waters

Under the United Nations Convention on the Law of the Sea (UNCLOS), a coastal state’s territorial sea extends up to 12 nautical miles from its baseline and is considered part of its sovereign territory Naciones Unidas.

Innocent passage is the right of foreign ships to pass through the territorial sea without the consent of the coastal state, provided the passage is not prejudicial to the peace, good order, or security of that state Wikipedia. This right applies to the entire territorial sea, including the 12-mile zone.

However, UNCLOS does not allow a coastal state [ie, Iran, and certainly not USA in the Strait of Hormuz] to impose tolls or fees simply for allowing ships to pass through its territorial waters. The purpose of innocent passage is to ensure that international navigation remains open and free from arbitrary restrictions or financial barriers. [Gulf News]

Charges which may be levied upon foreign ships

1. No charge may be levied upon foreign ships by reason only of their passage through the territorial sea.

Non-compliance by warships with the laws and regulations

of the coastal State

Specifically Oil & Gas Tankers, Cargo Ships, & Military Ships = Iran absolutely can legally control them.

Election experts say declassified files reveal nothing new to support Trump lies about stolen elections.  Even if ineligible people are incorrectly registered in voters data, that does not mean they are actually voting because all states enforce laws banning illegal voting.  Historically, all investigations found that voting fraud is very rare.  However Trump administration exaggerates voting fraud to sow doubt in elections so that they can challenge results if republicans lose.  Since 2020, they lost 60 lawsuits.
