ask for a withdraw from the site it is that simple..... you will either find out you have been scammed or actually receive the money. I think the former. Besides with a 10X deposit bonus wouldn't you have a huge roll over. 

Finally why does your brother talk to a capper over the phone for a year those guys try and close you within 5 minutes of a call. Only a scam if they spend one year trying to squeeze $1k out of your brother

I agree with an earlier poster --

Tell these gentlemen that if they are willing to put up $12k for a "bonded courier" and need another $4k from your brother, your brother will make a deal with them. You guys front the $16k needed, and when you get out here with my cash, I'll double it and give you $32k.

If they say no, you know for sure it's a scam.

Pay per had is a service where agents (legit agents) pay a weekly fee for each customer of theirs that uses our software/phones.

 I would encourage your brother or anyone else to never send funds to a sportsbook or agent without due diligence.  In fact, call the customer service listed or email the customer service department.  We actively try and root out anyone that is not on the up and up with their clients.  When we hear of any slow pays or no pays, we shut the agents whole package off, until we can determine what is going on with the agent in question.  If your brother can provide our customer service department with his account number and balance owed, we will shut off the agent in question until we can determine what is going on.

So your brother is up $200k and they want him to pay $4k cash and you still need to ask people if it is a scam?

Tell them to send him $216k or $200k and take an extra $16k for themselves for their trouble. Then watch their response.

I think you should disconnect your internet immediately as it is only a matter of time before you or your brother get ripped off for a shitload more than $1k.

SCAM, my friend got caught up in something like this.  It was about a book that was set up like an online account.  You deposit the money into your account then you can wager.  Their selling point was they use over 100 different books so you can get the best line for a game.  Sometimes three points.  SCAM... 

What you should tell your brother is to make more 200+k bets on bets that will lose, ML high dogs, 10 team parlays, etc.

Listen, as a previous poster stated, 1betvegas.com is not a real site. Its a mirror site that bookies use for their clients. I have about 45 guys that go thru me and use that SPECIFIC site. The money in your available balance is money you set. So in fact its ficticious. I can set a client up with a 100 balance or a 100,000 balance. Its in fact fake money until Sunday night when they have to either pay the balance they lost, or collect the balance the won. DO NOT SEND MONEY TO ANYONE WHO SAYS THIS SITE IS REAL. In closing, its basically a site a bookmaker uses, so he doesnt have to answer phones and uses thier reporting system. Any other questions you can private message me.  It is a good site to use if you are a book. Never had any problem and great customer service.

I think he should pay the money... get scammed, go broke..

because that is the only way he is going to learn...

better to make a 4 figure mistake then a 5 figure mistake...

Thanks for all the input everyone (even everyone that feels the need to make smartass comments).  I have never heard of this scheme, so my apologies to all for my ignorance.  Once my brother told me about the courrier fee i told him to stop any activity with them.  The end result is that he told them that he would give them half his winnings if they fronted the money for the courrier.  Of course he has not heard back, which confirms he was taken for 1k.  Glad its only 1k, and not 10k-20k, as he is a father of 5 kids. Be careful out there.  This really was elaborate and time consuming for the scammer to get only 1k, even though im sure he has many many clients like my brother out there.
