NBA talking about downsizing... But which teams could be candidates to be downsized?

Perhaps if we got rid of all the teams that recently left cities and all of the cities that teams have left from...

Grizzlies
Hornets
Bobcats
Oklahoma

but that still does not solve the problem of the clippers...
