It's a federal offense to destroy government coinage. So can't imagine that it's legal to sell these to a scrapyard either. I'd use a middle man. The government reduced the copper percentage in pennies in 1982 to probably discourage scrapyard sales. If you have pre-1982 pennies for sale then I would say find a middle man.

No, I didn't miss the point. This guy just wants to get rid of the pennies at face value.
If you could get more than 1 cent per penny, then everyone would convert bills to pennies and then cash out the pennies at higher value.

He asked about wheat cents. You can't convert a dollar to wheats.
