The answer to your question is pretty obvious as a leopard doesn't change his spots.

I would imagine that looters in Japan and similar countries would be treated more harshly, for example, shot on the spot by the military and the police.  This would discourage quite a few, I would imagine.  The culture and racial makeup of the population makes a difference.  When you have a city (New Orleans, Detroit, Watts) that is over 50% of one race it would be logical to blame that population for the majority of the looting.  With the police of New Orleans joining in with the more organized looting (at least 10% of them) along with those that worked long and faithfully in contrast to those that looted it seems that the theft gene was prevalent.  All of the crooks stole, when they are 50% of the population those are the ones, naturally, who were seen doing the looting.  According to the FBI report there are still thieves and robbers on the NOLA police force but i believe that the worst ones are being weeded out.  A cop rapist was just convicted and drew a 45 year term, more power to the DA and the judge.  When your police are crooked the people they are supposed to be serving in their official capacity are more inclined to do wrong, it is only natural.  New Orleans is now averaging less than 20 murders a month, things are looking up.  Several former officers are under sentence of death for murder.  Way to go, New Orleans, continue to improve.  I live 60 miles from there, I drive through NOLA to see my Dr. or to go to the Fair Grounds, I don't shop there or drive around aimlessly, I don't honk at someone that cuts me off, just drive defensively.  You never know who it might be in the other car.  Better safe than sorry.  Scalabrine, you have made some good points but so have many of those that responded.  There are several sides to every different set of circumstances.  Good luck on your plays.  I am going against Ohio

you know what.....if l found myself in New Orleans during the Katrina hurricane and realized that my government (read country) left me out on the line hanging .....l would do what l had to do to survive and that includes getting my hands on a form of currency. So if blacks were looting after the hurricane good on them cuz they werent getting any assistance from George in Washington. America should be embarrassed by what happened to those people trapped in New Orleans after Katrina. But leave it to Americans to think about property rights before people under all circumstances. In many ways I am glad that your form of "democracy" does not permeate all countries of the earth.
