After reviewing the tape and reading the police officers signed statement I'm not surprised the level of training in Miami is obviously lacking.
#1 If there is a gap in the tape it's because it was put there either the cop shut off camera before he shot or the department edited it.
The officer confirms the text of what the victim said and did and when, this is not disputed.
#2 The most telling is why were 3 shots fired at a sitting man who was making no move to evade he was sitting stationary.
#3 If as the officer claims the intended target was not the therapist how in hell did he hit the guy laying prone on the ground with his hands in the air and how could they possible miss the larger intended target sitting not evading.
#4 After the event why handcuff the guy they claim they did not intend to shoot and leave the guy they claim was the intended target undetained..

IMO, there are a number of factors that lend itself to racial bias, but that's a different argument ... one which seems to be currently taking place in 20 different threads on the first page of the GD forum
