i would most likely go with dez just because the cowboys should be playing catch up most of the game and Cam newton is trash so Steve smith is having a tough year.

Go with Smith. The Skins are allowing almost 30 points per game to opposing WRs in standard fantasy leagues and Smith has no injury concerns. Expect him to make it two straight weeks with 100 receiving yards.

Even if Dez was 100% healthy, which he is not, I wouild still go with Smith. The Redskins pass defense is horrendous and Steve Smith is the only guy Newton looks for, ie 9 or more targets in 3 straight games.
