How does the waiver wire/free agents work?

I'm thinking of joining a league with a few buddies and they have it set where whoever picks up a guy 1st gets him, and doesn't move positions on the waiver wire.  I haven't done fantasy basketball before and wasn't sure if this was normal.  It sounds kind of stupid to me.
