This is entirely situational. The game is being played on the Tuesday before Thanksgiving. Ohio has the conference wrapped up and Miami of Ohio has nothing to play for. Forecast in Athens tonight calls for 40-50 degree weather and rain. Maybe this line would have been fair for these two teams had they played a month ago, but tonight I don't see any reason how the total will get past the mid 40's.
