What's so puzzling to you? The linemakers opened it at PK, the professional gamblers (a.k.a. "Sharps") pounded USC and then Vegas released it to the rest of us at -2. That's how it works.
How do you know that's how it works? I know that's how everyone THINKS it works

If smart money sees the LVSC have set a line that is off based on the number they have handicapped on a game, they jump on it ASAP. The books adjust their line accordingly.

Um, no, that's not how it works.
Opening numbers are at BOL. Low limit. You want a real opening line? See Pinny/5Dimes (who both opened it -2, by the way).

Nebraska has won last three, true. I wonder if they will be looking at creighton on Thursday? That is a big in state game. I understand they are a dog in this one. But, they have had creighton circled on schedule for a longtime. I lean USC. GL mates

I'm not exactly sure, which is the only correct answer any of us can give to that question.
For what it's worth, I think the story of them adjusting lines in response to "smart money" is BS. That's a pretty simplistic approach that gamblers could pay attention to and capitalize on. Me? I think line movement is designed to confuse the hell out of us. I think it's psychological warfare, and effective.
