Kentucky sports betting history and handle
For over 100 years, the only available avenue for Kentucky sports betting was during the Kentucky Derby. But when the Supreme Court overturned the Professional and Amateur Sports Protection Act in 2018, which allowed U.S. states to legalize and regulate sports betting, the Bluegrass State set its sights on expanding to other forms of legal sports wagering.
The path to legal Kentucky sports betting has definitely had a few detours. Both HB 137 and HB 241, which proposed to legalize sports betting and other forms of gambling, failed to earn the approval of state lawmakers. While HB 606 did pass the Kentucky House of Representatives, it did not gain the approval of the state Senate. In 2023, the road finally cleared as Governor Andy Beshear introduced and later signed HB 551 — the bill to legalize sports betting and regulated it by the Kentucky Horse Racing Commission.
HB 551 outlined that legal sports betting would arrive in Kentucky in September 2023 — first with retail on Sept. 7, followed by online on Sept. 28. The KHRC has approved 16 legal sports betting licenses to be awarded to various racetracks and online sportsbook operators, one of which being to BetMGM.
Kentucky has a long, storied history with sports wagering. Due to that, I suspect Kentucky will join the list of legal states to eclipse over one billion in total sports betting handle sooner rather than later.
