Question about phone apps

I'm horrible with technology, and I was just wondering if anyone knows how phone apps are created.  I mean, it makes no sense to me how someone creates an application and people can download it from their cell phone.  Is it expensive to create?  How about maintenance?  Is that a pain in the ass?  Does anyone know anything about this stuff?
