assuming that you can't count...
play basic strategy on tables that:
pay 3/2 for blackjacks
don't hit soft 17
never take insurance
never take even money vs. an Ace
use a shoe, no autoshuffle
double down and split by the book
if you can count which you can't or you wouldn't be asking this ?, all this changes. playing optimal strategy at these best rules for the player the house edge is ~1%. i would NOT recommend martinggale betting progression.
and i'd learn how to count so the game is mathematically beatable...

If card counting has been negated through policies and technology the Casino employs, is it possible to finish ahead over the course of time relying solely on "Basic Startegy"?

Card counting is boring and does not work with most people for bankroll and personality issues. Look for a dealer who likes like Meat to you. ie. someone you own. "She likes you more than you like her."
Make sure the table is relatively free with no floppies playing. A floppies is a guy or gal than usually plays the anchor seat like shit. Takes card they should not take and stands when they should hit...usually to the consistent detriment of the players at the table.
Have a very short term goal...win 50$ and walk and go buy yourself a nice lunch.Always start watching at the beginning of a shoe. Watch for the aces...if very few have pass on the first third jump in...hit and leave.
Dealers who don't make money for the Casino on a consistent day to day basis, DON"T STAY DEALERS.

Ride Winning Streaks. Bet more when winning not when losing. If you lose 3 in a row leave the table. I don't believe the part that Libra55 suggest about idiots or floopies as he likes to call them Ive seen it both ways hurt you or hurt the dealer it evens out in the long run. There are hot and cold dealers and the casino's are aware of this. The cold dealers work where? At the low limit tables. That would put the hot dealers where? You guessed it the high limit tables. Stick to lower limit tables unless your a whale. Even the 5 dollar table allows a max of $500. Now I don't know about you but 500 on a hand of Black Jack is a lot to me. Hey best of luck to ya.

Thanks for your replies (very informative) but my situation isn't as simple as that:
1. 8 decks
2. Penetration Card slots in at 60%
3. Automatic shuffle machines which also double as the shoe:
As soon as a couple of hands are in the discard rack, the dealer puts the discarded cards into the back of this shuffle machine and we start again.
Due to where I am, I can't go anywhere else to play Blackjack. This Casino is the worst Casino to play Blackjack in the world, and that's no lie.

Do they charge you .25 cents a hand? They do in Oklahoma. Thats bad. Thank god I don't play there. Where I do play they use 8 decks and a auto shuffler. Who the hell ever heard of a 8 deck auto shuffler? Apparently we have. What I said above holds true any way you look at it the stats ran on simulations are as if the decks had been reshuffled after every hand and you cut the house advantage just by using basic strategy. The house will and remember this THE HOUSE WILL ALWAYS HAVE THE ADVANTAGE! It doesn't matter what game it is. I don't count cards and I don't look for aces in the deck. Remember BASIC STRATEGY!!!!! If you do that and stop loss and maximize winning streaks you should be ok.
