What is the "dead heat rule" exactly?

There will be a Golden Ball awarded to only one player.  There are tiebreakers.  In fact - Meuller is ahead of Forlan right now so it is impossible for Forlan to win it.

It doesnt surprise me at a book like sportsbook.com to have a dead runner up there, but you better get clarification.

Not if Villa or Sneijder assist some goals - they could move up - but generally this is correct.

In that case - if neither score - your odds would be "cut" (whatever that means - and that could mean anything) - and you have a potential to lose money.

I would find out exactly what that means.

I have currently have Sneijder each way @ +10000 (Top 4 finish) so I expect my book will declare him to finish in 3rd place tommorrow if neither him nor Villa score with Mueller as the winner

The only way for Villa or Sneijder to win is for either of them to score and if they both score and have no assists(they're both on 1 a piece),their respective coaches had better watch what substitutions they make, as Villa has played 3 minutes less than Sneijder and would win the Boot by means of this tiebreaker if goals and assists were equal at the end. 

It's a good point I must check the rule with my book as currently there are '4 top goalscorers' and I assume the dead heat rule will apply and not FIFA's tiebreaker rules

that's true as well but I don't see a goalfest tomorrow but I'd love Sneijder to get one at least and I'll have a nice bet on Villa to score at anytime as a kind of hedge against my Sneijder bet
