Obama doesn&#x27;t want to create a new agency ..all he really want&#x27;s to do is by-pass Congress and ignore the American people and create public policy by executive dictum...&#xD;&#xA;President Obama wants the EPA to impose a cap &amp; tax on carbon-dioxide emissions without Congressional approval ....at a time when the hoax of AGW [thermageddon] is loosing scientific support ...
