It doesn't justify allowing people to carry or own firearms without any kind of mental or criminal background check just because a random guy could subdue an individual with his firearm.

will people that suffer from depression have their rights taken away? What about those who served in the military that have PTSD?
There are already mental adjudications IE the one that stopped the Sandy Hook Shooter from buying a firearm.
I have a hard time criminalizing being sad though.
Definitely a difficult question to answer I certainly couldn't give you a solid response but what I do think is that there has not be some kind of medical records checking, HIPAA laws should not apply here then. It's that simple.
The VT shooter would have had a harder time buying a firearm with mental health records being exposed that were not court mandated. Although he did purchase a firearm online of them but he would not have been able to get the other with expanded mental health checks.
