Show me a democrat state where the governor of that state has ever said they would 100 percent tariff people coming form a republican state. Trump has a history of calling fair elections rigged despite lack of evidence. By promoting doubt, he could challenge election results if unfavorable afterwards. Also he is trying to normalize cheating in politics. Politician lying is the most common way to rig elections and Trump lies constantly. War on truth and disdain for democracy are among characteristics of fascism.

In addition to Abbott's tariffs on New Yorkers, Trump also threatens to block federal funds to New York. However both threats are illegal. US constitution bans governors from imposing tariffs on other states. Congress decides how federal funds are allocated. Not the president. Besides, tariffs are taxes on goods and not people.
