Difficult to get US visa. Legal immigration system needs to be fixed. US doesn't have enough of the skilled workers that foreign companies need. Especially those jobs that require years of experience.

The visa question is quite simple, your answer is not complicated. These workers were not drug smugglers or criminals, they are not the target for the TNC deporation department, this shows how a concept which MIGHT have limited value turns into a circus ridiculous mess at a very high cost and at a very high risk of offending a valued trade partner and an alleged ally. Being a foreigner in any land is not an excuse to break any local, State or Federal laws. If there was some reciprocation that an American could go to their land illegally and work and help build factories then I could see the point, however that couldn't be further from the case. If it's fair to be deported and/or banned to enter South Korea, why should it be any different here?
