You obviously don't comprehend how to analyse whether the odds are positive or negative value.... Cleveland and Phoenix each have a 14% chance to win the lottery, so combined they have 28% chance. If you combine those two bets with odds you have presented (+400 and +450), you get effective odds of +161. For those odds, the implied probability is 38%, so you're getting 10% worse. In summary, not a smart bet, just because Knicks odds are bad, doesn't mean the others are "value".
