AAA is different than actual MLB park dimensions and there is a big difference between AAA players and MLB players. The Rockies put up 23 runs in the Athletics AAA ballpark last weekend. I believe the new MLB park will have a roof like in Texas and Arizona. Yet that hot thin desert air will necessitate Coors Field humidor effects. Even without the Dodgers payroll any MLB team is capable of mashing in those environments. The Athletics have never kept their All Star caliber players long since the 1970s and 1980s. Problem is like Colorado or Texas even with a friendly income tax policy you'll get hitters but good luck seducing pitchers. They will have to overpay or the pitcher sells his soul for money as he watches his resume potentially go bye bye for the next contract.
Don't get me wrong roster assembly is also a factor. For example the Dodgers renovated their parking lot stadium with the new ownership group they did not alter dimensions. They merely spend money like drunken sailors fielding an All Star roster. And they haven't been too good at it until now where they are praised as the best run organization. A three martini lunch corner office executive could eventually get it right when you have that kind of ownership flexibility with no team or league caps. Weather and climate patterns do change over time but their roster is also a reason why Dodger Stadium is not the cavernous more pitcher friendly park it's history suggests. Once they came in and spent and spent on big names one after the next since 2012 things did change. Last I checked their bullpen has been among the best in baseball too.
