It's 33 degrees and cloudy right now at Coors Field. 10" of snow last night and ended in the early morning hours. The infield was tarped and is dry. Even through the outfield has a good drainage system, it should be quite damp and slick. It could either slow down singles to the outfield, or make sharp line drives skip a bit and make it tough on outfielders making a play.
Two pitchers who aren't playing too well right now in what is typically a hitters park...this would certainly lean to the overs. However...not sure of the impact of cold weather and hitting the ball. Remember...pitchers hands will be cold gripping the ball too...I don't see them zinging a lot of strikes.

Edward...I agree with the 'more walks / less control' statement. I think the question would be surrounding the hitters and the impact on the ball/bat with the cold weather. 10 is a lot of runs though.

Below freezing is gonna suck as a player on the field in those baseball pants. Maybe all the players conspire to play quick innings. Just saying...
