Both.  The broadcaster in the bottom 3rd actually just stated the very same thing.  He said the umpire is giving the pitcher a few inches extra at the bottom of the strike zone so players need to adjust. 

In the first they even mentioned one of the starters ( I believe COLO) has been using his sinker effectively a ton this year.  A good sinker and a home plate ump that gives a few extra inches in the lower half of the zone is a tough combo to fade.

 Just got a call strike three on DH Ramirez that was clearly inside leading off the bottom 4th.
