Why set up game 5 and waste another starter in Cole? They need against the Yanks 

So pitch Miley or Urquidy and go from about a 65 % favorite to win with Cole to basically a coin flip vs Snell? Yea smart strategy there.

No it means that they know they have a game on hand. It's not all hands on deck. If Verlander leaves it's James entering, not Presley. HOU will save all their best relievers for 5. If they score 1 or 2 that changes the equation but I don't see Tampa's dominant pen giving up anything.
