I don't care if a person is insane or retarded, if they take another human life then they should be executed.
What I disagree with is a death penalty verdict if the state does not have both physical evidence and a credible eyewitness. The article mentioned he may not have been the shooter. The author doesn't go any further than that.
If the defense is arguing about this IQ test then I assume the evidence is overwhelmingly against the defendant. Otherwise they would be arguing the evidence/eyewitness angle.
Finally, the US Supreme Court recognizes the IQ test used and retardation, but each state is given autonomy when considering this. The state of Texas has determined he was smart enough to work in construction and father a child so he is not mentally retarded and can be executed.

the psych systems for people with chronic progression mental illnesses like schizophrenia, bi-polar and stuff like that and they either end up locked in the state hospital on meds or they are under strict supervision which if they dont comply with all requirements they go back to the hospital...
the developmentally delayed system is basically for anyone who scores 2 standard deviations from the mean IQ (100)... or on the aspergers autism spectrum..
but those are markers for determination of a psychological/developmental disability...
for the court case I believe the issue lies in the ability of the individual to aid and assist in their own defense...

I am not sure if there was any history of violence that would indicate a pattern...

Things can happen to IQ in the 60s as they can often appear more functional... the fact that he is married and has a job is a part of this idea that he is fit to stand trial...
but I have seen people with an IQ in the 50s also get married and have relationships... as well as having jobs... I worked with one guy who's job was sorting screws and metal parts from a bin for 6 hours a day.
His employer said he was great employee dependable and was like clockwork... showed up early, clocked out on time, and took his break every day at the same time and got the same ice cream cone from the mcdonalds down the block...
He did fine as along as he did not need to make decisions or learn new things... his paychecks went to a money manager who paid his bills and gave him the remainder in a weekly allowance or as needed... because he could not function well with financial matters... he would trade you four dimes for three quarters and then give up his four dimes for 5 nickels and swear he was getting the better of you...
