As a human, if i decide that consuming this plant is desirable, and it makes me feel good, why do you feel that there should be toll booths set up by The State prohibiting my access to this plant that occurs in nature. To whom do i owe, and for what?

taxes are a fee that a citizenry pays in return for a service from the government
economic rents are what you are suggesting, you are just confusing them as taxes. Marijuana does not need to be monopolized. If there were no laws against MMJ, than people would grow the hell out of it like we do corn and soy, and price per acre would follow suit.
