Is that not already happening? Aren't addicts already involved in harming society? Dealers as well? I'm not saying my suggestion is the perfect solution. However I think it's a better alternative to the status quo of the current war on drugs.
Yes you are correct It is already happening all over the country. But a drug safe haven is no answer for many reasons . The only way to even put a dent in the drug trade or in illegal guns in the country is to institute EXTREMELY harsh MANDATORY sentences if a person is caught with a gun or in the sale of drugs . No drug programs no sob stories about needing protection . No exceptions. If the presidents daughter gets caught with a gun she goes to prison . Anyone no exceptions.

I disagree on the harsh penalties for selling drugs. The sale of drugs isn't necessarily the problem. It's the fight over the drug dollars that is the problem. IMO, it mirrors prohibition with alcohol. There wasn't much, if any, violence stemming from the sale of alcohol until it was made illegal and the market was pushed underground.
I don't think harsh, mandatory sentences is the solution for the sale of drugs. People won't stop selling/doing drugs due to harsh, mandatory sentences. IMO, legalizing the market place and getting rid of the underground (unprotected) market would help to stem some of the violence. Also, getting users and street level dealers away from society, so there isn't a turf war around citizens would help stem the violence. The police could then give these areas extra attention to help prevent violence.
I agree that something extreme is needed to turn things around, however I think it needs to be extreme in the opposite direction that you refer too.
I do appreciate you giving suggestions though. It's good to see someone give an idea for a solution instead of just criticizing others for their ideas for a solution without giving their own.

Being tough in war on drugs has been a huge failure. United States has the highest incarceration rate and prison population in the world. Decades of enforcement and punishment haven't stop growth of illegal drugs distribution and consumption.

For those that may not be aware, the city of Chicago is very segregated (not unlike most big metropolis's are). All I will say is that 98% of these shootings are happening on the South and West sides of the city. Don't go in those areas, this is one of the most beautiful cities in the country, hands down.
The other point is, like someone else mentioned... these shootings are 100% drug/gang related. And "no", the police do not turn a blind eye to the crime, as was hinted. The city, and especially the South and West sides, are inundated with 'blue light cameras' that are providing 24/7/365 surveillance. The problem is that these crimes are mainly being created by young thugs who have absolutely ZERO value for human life, including their own.
I've lived here my entire life, and see the vicious circle year after year. I never once have felt threatened for myself or my family, because its all about the situation you put yourself in. Again, don't go in those areas, and you're not putting yourself at an increased risk. It's not as though the entire city and suburbs (close to 10 million people) are a war zone.
Lastly, I see the mayor of Chicago and other leaders all puffy chested about the number of shootings/violent crimes being down this year (unbelievable hearing these statistics, I know!). There is a simple correlation between this statistic, and the weather. Bottom line, when the heat skyrockets, watch the killings go through the roof. We have not had many 90 degree+ days so far.... but there's still plenty of time, Mr. Mayor.... So hang in there!

atlanta is the same way. highly segregated. some of the serious crime spills over to the white areas but the majority of it is in the poor neighborhoods. the cops don't care too much about it.
