How does Covers get each "closing line"?

Is it off a particular books closing line? Closing line x amount of minutes before tip off? I see the Kings +1 last night for covers contests (they covered by a lot so its irrelevant) but about 9 out of 10 books I look at had a closing line of pick 'em. I'm just curious for research purposes! Thanks.
